Cliff is a native of Cleveland County. He graduated from Crest High School in 1980 and Gardner-Webb College with a BS in Business Administration in 1984. He served on the Boiling Springs Planning and Zoning Board from 1988 to 1999. In 2006, Cliff was appointed to fill an unexpired vacancy on the Board and was subsequently elected to the Board in 2007. Cliff was appointed Mayor Pro Tem in December 2015. He has also served on the Boiling Springs Rescue Squad Board of Directors and the Boiling Springs YMCA Board of Directors. He currently serves as a liaison on the Board of the Gaston, Cleveland, Lincoln Metropolitan Planning Organization (GCLMPO) which handles regional transportation planning. Cliff is currently employed at James River Farm Equipment.
Cliff is married to the former Gail Fisher. They have two children, Eli and Wyatt. Cliff is a member at Boiling Springs Baptist Church where he serves as a deacon and on various committees.
Cliff's current term on Town Council expires in 2019.
